original estimate figured out at £1,642,000 (see paragraph 1 of my

Confidential Despatch of 15th. April). The slight discrepancy bet-

-ween the amount tendered $1,781,817.98 and the amount accepted

81,780,681.18 was due to various small amendments which were made

in the detailed figures submitted by the contractor. Such amend-

-ments are often necessary even in contracts of much smaller size

than this one.

As regards the provision of $100,000 for

contingencies I have to state that it is customary in contracts of

the like kind and magnitude to insert such an item as it is not

possible to ascertain beforehand the nature of the foundations or

the difficulties which may be experienced in execution of the work.

The item is described in this contract as a provisional sun from

which contingencies and such extra and additional works as may be

ordered are to be paid. If no such contingencies etc., arise the

sum will not be drawn upon.
