in the Gaol and after discussion with the Superintendent, Victoria

Gaol, and the Director of Public Works, I have the honour to
recommend that a new hall be erected on pillars over the Lower
Yard,which is on a different level from the main portion of the prison, and that an additional storey should be added to A, B, and C. wings. The additional accommodation thus afforded will be as
follows:-

and the capacity of the Gaol will be increased from 590 to 739 if no prisoners are confined in association and from 630 to 790 if
the association cells are occupied by 4 prisoners each.
The yard space will not be diminished by the proposed additions which should meet the requirements of some
years to come.

The scheme is shown on the attached plan and
is estimated by the Director of Public Works to cost $60,000 which sum with your permission I propose to include in the Public Works
Extraordinary for 1914.
