Report on an Ordinance entitled An Ordinance to make provision
1.
for raising a Loan of Two hundred and fifty thousand
pounds Sterling for the purposes of Railway
Construction.
The object of this Ordinance is to authorise the raising of
a Loan of Two hundred and Fifty Thousand Pounds for defraying the
cost of the completion of the Canton-Kowloon Railway such Loan
being appropriated and applied to certain purposes which are specifically detailed in the Schedule to the Ordinance.

This Ordinance was introduced in compliance with the instructions contained in the Secretary of State's Despatch la.997 dated 3rd. January, 1913, addressed to His Excellency the Governor.: Covered by this Despatch was a Draft of the Ordinance and the Ordinance now passed follows the language and the form of that Draft. The necessary details as to the date on which contribution to the sinking fund have been inserted as have also been the specific purposes to which the Loan is to be applied.

In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Majesty and on
His behalf.
