The instruction contained in paragraph 3 of
your Confidential Despatch of 3rd. January was overlooked when the
bill was being prepared for introduction in the Legislative Council and "one year" was inserted in Section 4 on the ground that the finances of the Colony were in such condition as to permit of the early commencement of a sinking fund to extinguish the issue and with the underlying idea that the provision would be a point in favour of the issue.

I enclose the customary report by the Attorney- -General on Ordinance No. 8 of 1913. I am however assured that this

report was forwarded with my Despatch of 25th. April.
