In connection with the scheme for enlarging the scope of the Education Department and your approval of my proposal to make provision in the 1914 Estimates for such additional sub- -ordinate staff as I may consider necessary I have the honour to submit for your sanction the following recommendations:-

1. Ir. E. Ralphs, whose appointment as Senior Inspector

of Schools you have approved, can continue to direct the Technical Institute, which will thus form a recognised part of the sphere of the duties of the Inspector of Schools. As this will reduce the Technical Institute Estimates by 81,200 per annum and as the salary of £600 rising to £800 per annum allotted to this post will cwing to the increased contribution payable to the Widows and Orphans Pension (£30 as against 8166) caused an actual present loss to lir. Ralphs, I recommend that he be allowed to draw the maximum salary of the post from the lst. January next.

2. I propose to call Mr. R. C. Barlow "Inspector of Vernacular Schools", as his title of "Supervisor" is not reconised by the draft Ordinance. Ir. Barlow was formerly a Laster in a Government School, where, if he had remained, he would by now have received promotion to the Senior Crade and be drawing the minimum pay of thist trade, viz.:- £360. He is entitled to draw only £330 next year and I propose that in the circumstances he also should be
