With reference to a letter No. 148M/5644 of the
29th. April, addressed by the Cron Agents for the Colonies to the Colonial Secretary regarding the appointment of Sidney Harry Good- -win to be a Police Constable, I have the honour to enclose copy of a minute by Dr. W. B. A. Moore from which it appears that Goodwin, although passed as "fit" by the Medical Adviser to the Colonial office, suffers from physical defects which are such that Dr. Hoore would not have passed him as "fit" under ordinary circumstances.
