The Governor of Hong Kong to the
Secretary of State for the Colonies.

If proposal (still) under consideration devote part of Boxer Indemnity to proposed British University Central China may I suggest some portion of(?) fund set aside may be spent on Hong Kong University which is more likely to extend British influence in China as teaching is in English.
