With reference to my Despatch No. 20 of the
17th. January and subsequent correspondence, I have the honour to inform you that the Government Analyst has at present 3 Assistants Mr. Franklin, r. Taylor and Mr. Dovey. Of these ar. Franklin at present spends half his day at the Imports and Exports Office, and the other half at the Government Laboratory, while Mr. Taylor spends half nis day at the Government Civil Hospital and the other half at the Government Laboratory. Ir. Franklin has, however, resigned his appointment with effect from the 31st. August in order to take up a post on the staff of the Hongkong, University, and it is. contemplated (as you will learn from another Despatch of even date) to require ir. Taylor as from the lat. January next to devote all his time to work at Imports and Exports Office.

In these circumstances I propose that Lr.Dovey should become 1st. Assistant Government Analyst and should dis- -charge all the duties at the Government Laboratory hitherto divid- -ed between Mr. Franklin and Ir. Taylor: that a new 2nd. Assistant Analyst should be obtained from home to do the work at present per- -formed by r. Dovey: and that the work now done by ir. Taylor at the Government Civil Hospital should in future be discharged by an officer to be called Apothecary who will devote all his time to dispensing and to the supervision of the Chinese dispensing staff
