THE HUMBLE PETITION of JOSEPH A. BULLIN
of Victoria, in the Colony of Hongkong,
Sanitary Inspector.
RESPECTFULLY SHEWETH :-
1. That Your Petitioner entered the service of the Hongkong
Government as Sanitary Inspector on the let, day of February
1904, and continued in that employment for a period of 9 years,
and 2 months and 23 days until the 23rd. day of April 1913
when he was suspended under a latter in the words and
figures following, that is to say :-

I am directed to inform you that His Excellency the
Governor has ordered proceedinga to be taken against you
under General Orders 83 to 104. The grounds of the intended :
suspension are as follows :-
(a) That between the hours of 3. 30 p.m. and 4 o'clock p.m. of Tuesday the 22nd. April 1913, you whilst attending at the top floor of No. 51 Queen's Road Bast in this Colony in the course of your duty as a Sanitary Inspector did unlawfully assault and attempt to commit an indecent assault upon the occupier being one adult woman, Judith Eucharys Xavier the wife of Gregory Maria Xavier a clerk in the Gas Company against the will of the said Judith Eucharys Xavier.

That about 2. 30 p.m. on Friday the 25th April, 1913 you whilst attending at the top floor of No. 51 Queen's Road
