With reference to my Despatch No. 208 of the

13th. instant, I have the honour to transmit the accompanying

Petition addressed to you by Lr. J. A. Bullin.

At the enquiry held by the Committee of the

Executive Council notes of evidence were taken by the Attorney-

-General's clerk who has a knowledge of shorthand. These notes

proved, when transcribed, to be so defective, that the Committee did

not avail themselves of them. Having the evidence given by the

witnesses they examined fresh in their minds they drew up their

report, which was considered in due course by the Executive Council

and upon which the Council formed their judgment.

As the notes of evidence were not being sent to

you and as they were useless as a currect record of the evidence

they were not suplied to Mr. Bullia.

Ir. Bullin's request to be represented before

the Committee by a lawyer was not granted because it is not the

practice of the Executive Council to permit such representations in

cases of this nature.

As Mr. Bullin has appended his notes of

evidence to his petition I enclose copy of the notes of evidence

taken by the Attorney-General's clerk in case you may wish to

inspect
