I have the honour to acknowledge the receipt of your letter of 21st. ultimo enclosing a further despatch from the Secre-
-tary of State for the Colonies on the subject of the Registration
of Ships owned by Companies having their principal place of
business in Chinese Treaty Ports.
The British Members of my Committee have read the
Board of Trade letter of the 23rd. April last with much interest,
and in view of the opinion that amendment of the Imperial Merchant
Shipping Act 1897 is undesirable, and that preferably action should
be taken in Hongkong which might practically mean the closing of
Shanghai as a Port of Registry for British Shipping, I am to state
that as, in the opinion of my Committee, it would appear very in-
-advisable to close Shanghai as a Port of Registry, and practical-
-ly impossible to bring small ships to Hongkong annually for Survey etc., they suggest this difficulty might be obviated by transfer- -ring the whole or part of the British Shipping Registry Office at Shanghai to an official at that Port, who would act under and on behalf of the Harbour Master of Hongkong, in a somewhat similar manner to the appointment about to be made of a Deputy Registrar of the Supreme Court of Hongkong in Shangusi for the purpose of control -ling British Companies having their principal place of business in
Chinese Treaty Ports.
