Of these works Nos. 2, 6, 7, 8, 9, 10, 11, 12 and 13 are still in progress, and throw additional responsibility upon Mr. Carpenter, whose proper work since the 21st. of last February has been that of Assistant to the Engineer in charge of Maintenance. Moreover, Mr. Carpenter is in charge of the Government Grab Dredger for drede -ing foreshore, and also of the Drawing Office where he has had to get out preliminary plans and estimates for the following 1913

worke, viz.:-

All these duties have made it necessary for

Mr. Carpenter to work overtime: and between the 30th. April, 1912, and the 3rd. of last March he worked (a) 197 hours overtime in Hongkong, and (b) 319 hours overtime principally on Saturdays and Sundays in the New Territories. I may add that during the time in question Mr. Carpenter had the further responsibility of being in sole charge of the works in hand without assistance save that of

overseers.

As regards Mr. Xavier he also has had to carry on a portion of Er. Gale's work in addition to his own. He has during the period from the 22nd. April, 1912, to the 29th.
