Referring to my Confidential Despatch of 2nd.

November, paragraph 10 (Hongkong and Kowloon Buildings), I have the honour now to enclose plans of the West End Park (Honkong) and Kowloon Quarters for Subordinate Officers, items 10 and 35 in the Estimates for Public Works Extraordinary 1913,

Tonders for the former work were called for in January and the tender accepted amounted to 123,662 which sun to- -gether with the cost of water supply (1,000) and lighting (82,000) brings the total estimate up to $126,662. It is expected that these quarters will be completed by next May. The sum of $100,000 provid- -ed in the Estimates was not intended to cover, more than the expenditure on these quarters during 1913. A detailed estimate had not been made when the Estimates were framed.

Tenders for the Kowloon Quarters, which are estimated to cost $65,000, will very shortly be called for and it is anticipated that they will be finished in June, 1914. A sum of $4,000 is included in the foregoing figure for cutting away a hill of considerable size to level the site for the houses. The material so removed will be employed in raising the level of some low lying ground in the neighbourhood, a course which is necessary before this land can be utilized for building purposes. The sum of $32,000 provided for these quarters in the Estimates was only for the
