There are at present in the Sanitary Depart- -ment 2 Inspectors (Messrs. Reidie and Fisher) and 1 Storekeeper (Mr. Woolley) who are in receipt of pensionable house allowances and 1 Inspector (Mr. Watson) who is in possession of free quarters the value of which is pensionable. These men are equally with their colleagues entitled to benefit by the improvement in position which will accrue immediately if you approve of the proposal contained in paragraph 2, and ultimately by the free grant of quarters. I therefore propose that Inspectors Heidie, Fisher and Woolley should be granted a pensionable personal allowance of $360 in place of the pensionable house allowance and that Inspector Watson should retain his quarters and be given a pensionable personal allowance of £360 per annum in exchange for the right to count his quarters for pension purposes. At the time these officers were appointed quarters and quarters allowances were regarded as personal emoluments.
