Referring to previous correspondence ending
with your Confidential Despatch of 8th. February, 1913, (paragraph
9), I have the honour now to recommend that allowances at the rate
of 8360 per annum should with effect from 1st. January, 1913, be granted to those Sanitary Inspectors and Public Works Overseers who are not at present in possession of quarters pending completion of
the Government Quarters which are in course of erection.

I make this recommendation on the ground that the prospective improvement in the position of the Sanitary Inspectors and 1st. Class Overseers, Public Works Department, by the grant of quarters was taken into consideration in connection with the increases in salary which have been granted to other branches of the service, that those increases took effect from 1st. January, 1913, that the imposition of rent for quarters now occupi- -ed by officers of these classes ceased as from the same date; and that none of the quarters will be ready for occupation till next
year.

The amount involved is approximately $12,240 per annum and I propose subject to your approval to take a vote for this excess on the Estimates for the current year and to include provision for the service in the Estimates for 1914.
