I have the honour to submit for your favourable consideration a scheme for the improvement of a portion of the New Territories contiguous to the property of the Golf Club at Fan Ling.

In your Despatch No. 11 of 10th. January last

you approved of the lease to the Club of certain Crown Land for the purpose of constructing two Golf Courses and the Club is now engag-

-ed in the work which is estimated to cost them the sum of £70,000.

This sun the members have raised on the security of the annual membership fees and buildings of the Club.

It is unable, however, for financial reasons to

undertake all the work which is necessary to complete the desired improvements including the acquisition of the cultivated land for the purposes of the second Golf Course and of the padi-fields ad- -joining their Western Boundary and near to the Club House.

The sum required for these purposes comes to

$11,000 in round figures and I propose that Government should acquire the land and lease it to the Club for a term of years with

right of renewal and option of purchase.

Crown Rent would be charged in the meantime on

the sum so expended at the rate of 4% per annum, which is a fair rental considering the improvement to the surrounding Crown Land which the large expenditure of this enterprising Club will effect. The Club cannot afford to pay any higher rental.
