The Commissioner of Wei Hai Wei has been good enough to forward me a copy of his Despatch No. 24 of the 20th. kay 18951 addressed to you, and I have the honour to remark with regard to it that, while there is no objection on the part of this Government to the grant to Mr. E. Carpmael of 3 months' vacation leave as from the 20th. May, to be followed by seven months' full pay leave in com- -mutation for fourteen months half-pay leave, I cannot agree that Mr. Carpmael should during the whole of 10 months draw the salary of Official Receiver in this Colony. I submit that, as Mr. Carpmael has so far done no work in the service of this Government, but has been exclusively employed by the Government of Wei Hai Wei, he should be paid during his 3 months' vacation from Wei Hai Wei funds,
May and that the most that reasonably be required of this Government is payment during 7 months of lir. Carpmael's salary as Official
Receiver.
