Application has recently been made by the
owner of Marine Lot 239 and Inland Lot 1355 for certain areas of
Crown Land which are coloured blue, green and yellow on the enclosed plan. I considered this a favourable opportunity for acquiring the strip of land coloured red on the plan so as to admit of constructing Belchers Street across Marine Lot 239: for, on the one hand, the existing roadway to Kennedy Town, where the City Slaughter Houses are situated, is liable to serious damage by typhoons and might at any time be impassable if an outbreak of fire occurred in the buildings fronting on it: while, on the other hand, the Military Authorities have recently raised the question of diverting all traffic from the existing roadway under certain circumstances on account of their search-lights. The provision of a second roadway to Kennedy Town is therefore a matter of import- -ance and the conversion of Belchers Street into a thoroughfare
will admit of this diversion of traffic in the case of one search- -light and will facilitate arrangements for such diversion in the
case of the other search-lights.

I accordingly autnorised the Director of Public Works to negotiate with the applicant and the following terms have now been agreed upon, which I submit for your approval as they
