In reply to your No. 2595/1913 of the 17th, May, I
beg to inform you that Chinese emigrants from Swatow are passed by the official in charge of the Bureau of Foreign Affairs and Emigration.
Since 1908, there has been a Chinese Consul resident at Apia, German Samoa, who looks after the interests of Chinese immigrants.
There is, as yet, no Chinese Consul residing at
Deli.
