which hinders the carrying out of such contracts or any other contracts that are not illegal. No obstacle was put in the way of these contracts being carried out by this Government. The facts are that the contractors broke the law and were thus prevented from completing their contracts in violation of the law.
The whole of the Cement Works' petition was included in Governor Ch'en's proclamation but the only part thereof which received favourable consideration was the proposal to prohibit illicit quarrying and conveyance of stone. All this has been ex- -plained in former letters. It is quite wrong to state that it was this Government's intention to prohibit all quarrying and export, illicit or otherwise, or that this intention was manifest to any- -one conversant with the effect which official proclamations have on the minds of Chinese readers. His Majesty's Consul-General has not taken the proclamation as a whole but has cut it about and
selected passages; hence the misunderstanding. The citation ob-
-jected to was merely a sugestion of the petitioners: there was no
request that action be taken on it. Further the petitioners are in-
-consistent; for they ask and it is the only request they make, that
illicit quarrying and conveyance on the part of crafty merchants
be prevented. This request is granted by the proclamation but no
notice is taken of the suggestion referred to. Citation in full is
customary in official documents; that is the reason why the pro-
-clamation quoted the petition in extenso. The cause of the stop-
-page of export was the violation of the law by the men who quarri-
-ed and conveyed the stone. It is a mistake to say that these men
confirmed with the law and yet this Government laid an embargo on export; it is no less wrong to impute to the Commissioner of Industr
a desire to further the interests of the Cement Works.
The friendly settlement put forward by His Majesty's Consul-
-General some time ago proposed that certain lawbreakers, who were
still unpunished, be allowed to complete the unexpired portions of their contracts. Now these incomplete contracts could be carried
out only at the expense of the law and, in insisting on this
Government allowing the continuous export of limestone in accordance
with
