72. With reference to Mr. Severn's Confidential Despatch of the 21st. of March, 1912, I have the honour to inform you that owing apparently to some misunderstanding the report, dated the 13th. February, 1912, of the Committee which considered possible sites for a High Power Wireless Station was not referred
to the Director of Public Works. Had this course been taken lár.
Chatham would not have failed to point out that from the point of
view of the Colonial Government there are the strongest objections
to sacrificing the site in Kowloon Bay to this purpose. The fore- -shore from Sham-shui-po nearly to Kowloon City has now been almost entirely alienated and it is obvious that for the further develop- -ment of the Colony extensive reclamation in Kowloon Bay will be necessary. This fact has been emphasized by enquiries from the Chinese Community for a very large area of foreshore and seabed in the Bay on which to establish a reservation for the wealthier Chinese, who desire to establish a residential quarter of their own with room for very large extension.
In these circumstances I appointed another Committee consisting of the Director of Public Works and a Naval and a Military representative, and I now forward a copy of their report, together with copy of correspondence with the Military and
