With reference to my Despatch No. 250 of the

4th. of August, 1910, I have the honour to transmit for your in- -formation the enclosed précie translation of a letter addressed by the Tu Tu of Kuangtung to Chinese emigrants abroad regarding a proposal to establish a University of Kuangtung.

2.

I have instructed the Registrar-General if he learns of the arrival in the Colony of Mr. Liao T'ao to warn him and the Chinese Mercantile Community that canvassing for subscriptions

is not permitted in Hongkong although there would be no objection

to purely voluntary subscriptions being remitted to Canton.

3.

I have sent a copy of this Despatch to the

Governor of the Straits Settlements.
