Strong objections made by Hongkon Merchants against
the secret raising of (Foreign) Loans.

Immediately on the receipt of the news as regards the large foreign loans recently proposed, the Chinese residents in Hongkong have telegraphed to the Central Government their objections against the secret carrying out of such proposal. llowever, since
no reply has been received from the Central Government, despite the lapse of considerable time since the despatch of their message, the Chinese merchant Wong Pak Ping was sent to Canton to have an
interview with Governor Wu and consult with him, in order to send
to the Central Government a further message of opposition. Further
since the scheme affects the safety of the whole Republic and
therefore a union of all the provinces should be promoted to oppose it, it is proposed that Wong Pak Ping shall be despatched to Shanghai to urge the "Union of Chinese residents abroad to exhort
by telegáph the various Chinese abroad strongly to object the
matter.
