I regret to point out that Mr. Emery is perfectly
useless as an Overseer on the work.
In view of the ignorance he has displayed regarding trifling matters entrusted to him I am unable to credit the state- -ment that he was a foreman in charge of alterations and buildings (vide particulars accompanying C. A.'s letter of 11.12.12).
He is as plausible as he is unreliable and as ignorant of his duties as he is slack in carrying them out.
Mr. Goldsmith and myself went to measure up with him
the small amount of work carried out at Wanchai School.
The work as carried out was utterly disgraceful.
