With reference to various correspondence which we have had the honour of exchanging with you in connection with the above matter, we have to advise that this illegal trade has once more sprung into prominence. On the 3. S. "Lo mngsang" which steamer left here for Manila on 29th. ultim there was apparently put on board in Hongkong a large quantity of Opium. (800 kilos), which was seized by the American Secret Service representatives at

Manila on the 5th. instant.

In writing on this subject under date the 11th. instant Mesars. Smith, Bell & Co., Ltd., our Agents at Manila say:-

"8. 8. 'Jomgang! Opium Cass. The actual amount of

"Opium seized on the S. S. "Loongsang" on the morning of the 5th. *instant was 350 tins, each tin containing 10 other tins, and

*15 kilos of morphine. This is the biggest seizure that has

"ever been made at this port, and of course the Collector of "Customs" contention will be that with proper supervision it *would have been impossible for this large quantity of Opium

"to be shipped on board the vessel at yours. Eight of the

*crew will shortly be up for trial, and we think that the

**vidence that will be given by them will be of great use to

"us in conducting our case in defence of the vessel, for which

"reason we telegraphed you yesterday advising you that in our

"opinion it was important that we should employ a counsel, and

"asked for your approval, and thank you for your prompt reply.

"We have placed the matter in the hands of our attorneys

"who will watch the case of the crew with a view to assisting a8

"much as possible in the defence of the ship.

"We await advices from your side with interest, as it

'seems incredible that such a large quantity of opium could have

"been allowed to have been shipped in one vessel without the
