made and that at the time samples of the opium seized may be furnished as this would assist in tracing the course from which the opium is obtained. If it be possible for the Philippine Government to accede to this proposal I would suggest that any information given should be conveyed to Hongkong direct by the Customs as soon as possible after each seizure is effected together with the samples desired, as promptitude would seem to be desirable in these cases. In conclusion I venture to express the hope that, in view of my representations to the Governor of Hongkong and of the active steps taken by him for the further effectual suppression of opium smuggling, the Collector of Customs will be good enough in the event of future cases arising affecting British shipping, to treat them with as much latitude as the individual merits of each case and the due observance of the laws in force may permit.
