by the Hongkong Government to amend the former Ordinance No. 23 of 1909. Copies of these two ordinances forwarded by the Hongkong

Government in the Governor's letter are herewith enclosed for the

information of the Philippine Government, as I particularly wish, in view of the dissatisfaction expressed by the Acting Collector

of Customs (See Enclosure 5) to bring formally to his notice the

steps which have been taken by the Hongkong Government at my

request and also at the request of British and American shipping

companies in Hongkong, for the more effectual suppression of opium

smuggling.

You will observe a brief Precis of the amend

-ments involved in the new ordinance given in the opening para- -graphs of the Governor's letter.

The principle of severer penalties for opium

smuggling has also been recognised by the Philippine Government in

Commission Bill No. 59 which provides for the imprisonment of an

offender for a peried of not less than one or more than five years,

with or without fine, in place of a fine only as heretofore and

this would no doubt be an excellent deterrent for the operations of

the alleged Chinese opium Syndicate gangs in Manila and Hongkong.

Unfortunately however although this bill was

passed by the Commission it failed to pass the Philippine Legis-

-lature at the session ended last February and I therefore venture

to urge that, in view of the important interests involved, it

shall receive the earnest attention and the energetic support of the Philippine Government at the next October session with a view ₺

to its speedy enactment.

notice that he would welcome the co-operation of the Philippine

Government in inducing the French and Portuguese Governments to

limit the supply of prepared opium in Macao and Kwong-chow-wan to legitimate local requirements. In this possible? And further that in paragraph 7 he requests that the authorities in Manila will be good enough to inform the Hongkong Government of all seizures of smuggling opium made and of the circumstances in which they are
