With reference to my letter of January 21st.

to the President and Honourable Members of the Philippine Com- -mission in connection with the passing of Commission Bill No. 59 which changes and increases the penalties for illegal importers and dealers in opium, I now have the honour to enclose for the in- -formation of the Philippine Government copy of a letter (Enclosu- re No. 1) dated February 10th, received from His Excellency the Governor of Hongkong with reference to changes made in the Opium Lawa in Hongkong.

In consequence of the receipt of Enclosure No. 3 from Messrs. Smith, Bell and Company calling my attention to the frequency of fines levied on British Shipping for the carrying of unmanifested cargo in the form of opium and also to the dis- -satisfaction expressed by the Acting Insular Collector of Customs with the steps taken in Hongkong to prevent the introduction of

opium on board ships leaving for Manila, (See Enclosures 3,4 and 5) I directed the attention of the Governor of Hongkong to the

situation in a letter dated October 25th. last.
