Sir,

I have the honour to request your sanction to

provide in the Estimates of the Police Department for the year 1914 for the following increases :-

Establishment:

in

(a). Six second class Indian Constables and six second

class Chinese Constables for No. 7 Police Station.

Beven new Beats and Fixed Posts are necessary, order to afford adequate protection to property in the Western District, where the increase of build- -ings during the last 12 months or so, more particu- -larly on the upper levels has been phenomenal. The present number of Police in the District is barely sufficient to work efficiently the existing Beats, 14 of which, though of considerable size, have al-

ways to be doubled. The cost will be $2,052. (b). Six second class Indian Constables for Aberdeen and Stanley. These men are required in place of the European Special Constables, by whom these Stations were strengthened after the attack on Cheung Chau Island. Lien have been provisionally supplied from the Central District. Cost $1,080.

(c), A first class Chinese Constable for Detective Duty

at Stanley. A detective is needed especially now
