I enclose a copy of the Provisional Budget
for 1913-1914 - the financial year begins on the lat. of September. Expenditure unforeseen at the time it was draw up will materially reduce the estimated surplus and it is very doubtful whether the high rate of exchange (2/- ) upon which the budget has been based
will be realised,
