including freight is £6,350. Without these donations it would have been impossible for the University to commit itself to the Pros- -pectus; but equipment to the value of £6,180 including freight is still required.

Quite recently Mr. Cheung Pat-sze, a wealthy merchant in the Straits Settlements who was instrumental at the
time subscriptions were being raised for the University in collect-
-ing over $92,000 in and around Weichow and who is at present on a visit to China, has promised a subscription of 6,000 per annum and to endeavour to raise an equal annual sum by subscriptions
from his friends, for 5 years from lat. September next, in aid of
the Arts Faculty. It is proposed to avail of his subscription to
engage an extra lecturer in Economics whose salary and passage
from England will absorb the subscription for the year 1913-1914.
Further subscriptions by or through Mr. Cheung Pat-szo will be
utilized to engage additional lecturers for this Faculty. A
lecturer in Commercial and International Law will probably be the
next addition.

This generous subscription does not however help the Engineering Faculty which is in urgent need of strengthen, -ing. Professor Middleton Smith considers it absolutely essential that there should be added to the staff a lecturer in strength of structures as from the 1st. of September next. In this opinion the Council of the University agree. The staff in the Engineering Faculty is undermanned at the present time and some lecturers have to teach subjects which they do not really profess to teach. And if, as seems certain, a considerable number of Engineering students enter the University at the next Matriculation Examina- -tion it is evident that further additions to the staff will have to be made to cope with the increase in numbers.

In these circumstances the Vice-Chancellor approached me on the subject of permitting the Committee of the Tung Wa Hospital to make in San Francisco an appeal for further funds. This permission I did not see my way to accord because it is objectionable that the Tung Wa Hospital should step out of
