I received yesterday evening a reply to my com- -munication of the 3rd. instant, referred to in your telegram No ... 10. The entiredefence, as anticipated in my despatch to you No. 7, is word "illicit" in the original proclamation, which is recognised. They contend, however, that it placed no embargo on export. They evade my question No. 3 by stating that previous contracts furnish no ground for rescinding present prohibition. Question No. 6 has also been evaded by the statement that the proclamation was directe solely against unprincipled merchants and I am pending consulta-

-tion with Hongkong - citing protective arguments adduced in proclamation and calling for a specific answer to the evaded

question (No. 6).
