As I had the honour to report to you by telegraph

yesterday, a reply from the Commissioner of Foreign Affairs to my

Memorandum of March 3rd. was received on the evening of March 20th.

(copy and translation are enclosed).

In view of its unsatisfactory nature and also in

order to give me time to consult with the Hongkong Government and

the Green Island Cement Company regarding the suggestion contained

in your telegram No. 10 of March 20th., in the matter of presenting

a claim to the Chinese Government, I at once addressed to Dr. Lo

■ further Memorandum, (copy enclosed) in which, without introduc-

-ing new controversial points, I asked for more specific answers to

certain of my original questions.

The translation of Ch'en Tu Tu's proclamation of Apr

26, 1912, sent up to me by the Hongkong Government, of which a

copy formed enclosure in my despatch No. 30 of October 18, 1912,

being in places faulty, I have had that document re-translated in

this office, and it is from this revised translation that the

quotations in the English text of my latest Memorandum to the

Bureau of Foreign Affairs are made.

It would be too much to hope that the Tu Tu will

acknowledge that the campaign against the Creen Island Company's contractors was based on domestic protection pure and simple, and, after giving him a reasonable time in which to reply, I propose, should the Hongkong Government and the Company concur, to convey to him in person your message.

It is not only in this question that arbitrary, high -handed action and deliberate obstruction are displayed by the

Provincial Government. In almost every case, which I have occasion

to bring to their notice, is this attitude maintained and I
