Referring to previous correspondence ending with my Despatch, Confidential, of 20th. January on the subject of the stoppage of the supply of limestone to the Green Island Cement Company, I have the honour to transmit for your information copies

of the later correspondence on the subject noted in the margin terminating with the presentation of the heavy claim made by the Green Island Cement Company against the Chinese Government, which has been made by His Majesty's Consul-General acting under

instructions from His Majesty's Minister at Peking.

The statement made by Pui Chee to Mr. Tomes, the

senior partner in Messrs. Shewan, Tomes and Company, who are

General Managers of the Green Island Cement Company, furnishes

further evidence of the real object of the Canton Authorities in placing an embargo on the export of limestone. I would also draw your attention to the newspaper extract which forms an enclosure to

the Vice-Consul's Memorandum of the 11th. of March wherein the

motive of protecting the Canton Cement Works is again disclosed.
