Mr. Chamberlain in his Despatch lo. 289 of the
4th. of September, 1902, approved of the reservation of an area in
Enclosure!
New Kowloon for inhabitation by such persons only who may be
approved by the Governor.

Owing to lack of communication advantage has
not as yet been taken of this reservation for building purposes except by one European who some years ago built a bungalow there. No Ordinance has been passed creating the reservation. It is pro- -posed to give effect to it by the inclusion in the lease of any land that may be sold there a covenant copy of which is enclosed. It follows closely, but is somewhat wider than, the covenant in- -cluded in the lease of the property which has already been alienat-
-ed. It is probable that in the future when a tramway connection
shall have linked the District with Kowloon, the area may be used
for residential purposes for which it is well suited.

In the meantime a small European settlement has sprung up at Tai Po which is rendered very accessible by the railway and where Government had several bungalows to dispose of which had formerly been occupied by the Railway Construction Staff. In spite of the present prevalence of malaria in this district it is likely to become a fairly popular place of residence for Europeans who find increasing difficulty in obtaining house
