Item (a). The excess of $138,681 which was report-

-ed in my Confidential Despatch of 2nd. November includes a provisi -onal sum of $100,000 to provide for contingencies which may arise during the course of the work and to cover the cost of certain iron -work, estimated at $10,000.

Item (b). In the original estimate, provision was made for two pumping engines, each capable of raising 2 million gallons per day. The Director of Public Works however considers it advisable that each engine should be capable of raising 3 million gallons per day; hence a portion of the increase in the revised estimate. The balance is accounted for by the provision of two additional rising mains, 18" diameter, whereas provision was made in the original estimate for one additional main only. The reason for this alteration is that two mains are required for the dis- -charge of 6 million gallons per day and, as these mains are subject to high pressure, about 400 feet head of water maximum

the Director of Public Works considers it advisable to have a

spare main so as to admit of repairs being effected to one line of pipes without reducing pumping. The addition of a third main is responsible for a large part of the increase in cost. I may ex- -plain that, in carrying out the first section of the work, pro- -vision was made in many special ways for the laying of a second main, but, for the third main now considered necessary, all such special work has to be provided for in the revised estimate.

Item (c). No provision was made in the original estimate for any of the items specified under this head, nor is it usual to include such items as resumptions in estimating the cost of public works generally. In the case of the Western Market, for instance, the cost of the area resumed was separately provided for. The amount involved in the present case is however trivial relatively to the entire cost of the scheme.
