Referring to paragraph 7 of Mr. Severn's Con-
-fidential Despatch of 12th. April, 1912, in which he suggested
that heavy furniture should be provided for the Manager of the
Railway and that the latter should be charged a rental of 10% there-
-on, I have the honour to inform you that after consideration I
have come to the conclusion that the percentage named is somewhat
high and that in the circumstances of the case 5% would be a fairer
charge. This is the percentage charged for furniture in Government
Houses. I have accordingly to request your approval of the lower
rental.
