With reference to paragraph 2 of my Despatch
No. 95 of the 20th. March, I have the honour to transmit the en- -closed copy of two letters asking for compensation on behalf of Mrs. Esther Oliver in respect of the prospective non-renewal of her licence for the New Traveller's Hotel.
I am of opinion that if the scheme for the establishment, under a Trust, of Refreshment Houses on the lines
of the People's Refreshment Houses in England be approved it would be expedient to get rid of such claims as they arise and therefore suggest that I be authorised to make the immediate payment of the compensation I have recommended in this case as well as in future cases of the kind that may arise before the period of termination of the licences.
I would add that I am considering the condi- -tions under which a Trust such as I refer to might be formed and that it seems possible to lay down that a deduction from profits, after a limited dividend is paid to shareholders, should be made to re-imburse the Government in expenditure incurred in eliminat- -ing Publicans' Licences.
