Referring to previous correspondence on the
subject of the transfer to the United Kingdom of inmates of the
Lunatic Asylum of this Colony, I have the honour to inform you that
Mr. Frank Raynor who nas been for some time confined in the
Lunatic Asylum has been shipped to England in charge of two attend- -ants in the P. & 0. S. S. "India" which left Hongkong on 29th. March and is due to arrive in London (Tilbury Docks) on 3rd. Hay.
Mr. Raynor was born and brought up in Ipswich, Suffolk, where his aged father now resides. He came out to join
the staff of the "Hongkong Daily Press" in 1899. When the "South
China Morning Post" was started in 1903 he obtained employment with
that paper where he remained until last June. Owing to reduction of staff his services were then dispensed with and he subsequently obtained employment with the Dock Company but on a salary which
was inadequate for the needs of himself, his wife and child. This
appears to have preyed upon his mind which it is stated was not
over strong.

He has no means of his own and his family are
unable to contribute to his support. I should be glad therefore if
arrangements can be made for his reception into a lunatic asylum
in England in accordance with the procedure laid down in Lord
