I would also draw attention to the fact that
the three Chinese clerks (Messrs. Chan Pui, Fan Tsung-hing, and
Chan Pui-sam) whom Sir Frederick Lugard, in his minute of 19.11.10,
states were to blame in the matter, have apparently incurred no
penalty. Indeed, the first named has been promoted instead. If any
one of these officers had reported to me, as it was their bounden
duty to do, that my orders were being deliberately disobeyed, (&
fact of which they were all fully aware), no money could have been
stolen. Instead, they concealed the fact from me, and thereby directly contributed to the theft.

In conclusion, I would draw a comparison betwee
the treatment accorded to me in this case with that received by
Mir. Orme in the two cases in which he was held responsible for the
loss of Government money, in neither of which was he called upon to
refund any part of the sun stolen.
