I am directed to inform you that the Covernor
is in receipt of a despatch from the Secretary of State for the Colonies in which is forwarded a copy of your letter addressed to the Under Secretary of State for the Colonies on the 9th. of Hoven-
-ber, 1911, in which you state that you find it difficult to dis-
-cover what the charges against you were in connection with the defalcations by Wong Hau-nam former shroff in the Harbour Depart- -ment, and comment upon what you say you infer the charges to be.
I am to point out to you that you appear to

have forgotten when thus addressing the Under Secretary of State that on the 2oth. October, 1910, the file C.S.0. No.5760/1910 Conf. containing your report of the defalcations (24.10.10); a lengthy report by the Acting Treasurer of the result of the in- -vestigations made by him (26.10.10); and a report by the Local Auditor with enclosure being report by the Assistant Auditor (28. 10.10 and 27th.10.10 respectively), was sent to you with a minute by the Acting Colonial Secretary, approved by the Officer Adminis- -tering the Government, to the effect that the file was for your perusal with a request that you would show cause why you should not repay either the whole or any part of the missing sum, and that you replied in a minute on the file under date of the 3rd. November, 1910, to the criticisms and charges both of the Acting Treasurer and of the Auditor.
Copies of all these documents should be in your Department, but if this is not the case copies will be sent to you now.

After careful consideration of the reports referred to and your reply thereto the letter of the Colonial Secretary of the 9th. No vember, 1910, was addressed to you cover- -ing Sir F.
