No. 1630/1910.

Enclosure 2.

sir,

C.O. 11854

RECR 154

TRECE 10 ARE 13

Colonial Secretary

Hongkong, 21st. November, 1912.

I am directed to transmit for the information

of your Committee the enclosed copy of notes of a conversation which the Governor had on the 8th. August with the members of your Committee, except Mr. Montague Ede, and the members of the Licens-

-ing Board.

2.

Since Mr. Ede's return to the Colony His Excel-

and -lency has had a conversation with him on the same subject, His Excellency now desires to learn whether the recommendation contained in paragraph 2(a) of your Committee's report is to be accepted as an endorsement of the policy attributed to the Govern- -ment in paragraph 1(b) viz: to secure for the community generally the profits arising from the sale of liquors to the public; or whether it is merely an indication of an essential measure to en- -sure the succcess of that policy if adopted.

3.

If the latter is the interpretation to be put upon the recommendation then His Excellency would be much obliged if your Committee would favour him with their opinion as to whether the object indicated in 1(b) is practicable in the condi- -tions obtaining in this Colony.

I am, Sir, &c.,

(Sd.) Claud Severn,

Colonial Secretary.

he Hon. Mr. A. M. Thors on,

Chairman,

Public House Trust Committee.
