Hongkong, 8th. February, 1913.
REGP 10 APR 13
I have the honour to state that the Police of
this Colony have recently arrested two men who have made it their practice to travel by steamer between Hongkong and Canton, selling books of a very anti-foreign tone to the passengers, whom they harangue in the style of the professional agitator.
2.
The men state that the books, which contain scurrilous denunciations of foreign nations generally and of the British nation in particular, were obtained by them from the Shing
Man Chung Stationery shop in Taing Hing Street, Canton, and from
the Tan Kwai Tong Stationery shop in Fuk Luk Tai Street, Fatshan.
I regret that I cannot give the Chinese characters.
3.
I shall be glad if you will be so good as to
request the Chinese Authorities to make enquiries regarding these
shops and, if it is found that such books are being sold, to suppress their publication.
