Referring to your Circular Despatch of 20th.

August, I have the honour to transmit the enclosed minute by the

Director of Education with regard to the report called for. In the

circumstances it would be advisable if it could be allowed to

stand over. I am about to address you on the subject of a Bill

dealing with education in this Colony.
