Testimonial from the Town Clerk of the City of Bristol.

DEAR SIR,
Mr. Thomas L. Perkins, A.M.I.C.E., informs me that he is applying for an appointment, and that he considers a testimonial from me may forward his views. Mr. Perkins, who is a native of Bristol, was, in January 1892, after having had some years' experience in Municipal work in Brooklyn, N.Y., appointed Assistant to the City Engineer of Bristol, who I understand is giving him a testimonial, and is of course able to speak as to his professional abilities.
I can, of my own observation, testify that Mr. Perkins is a good man of business, and has to the best of my knowledge, always given the City Engineer and the Committee of the Urban Sanitary Authority, under whom he has worked, complete satisfaction.
When first appointed he acted as District Engineer for the Parish and Ward of Clifton, and was subsequently promoted to the Central and most important District of the City, comprising about 1,300 acres. He has superintended the carrying out of very extensive works in the construction of new and re- construction of old sewers, the building of river walls and quays, as well as the formation of new streets, and the re-paving and repair of many miles of streets, including wood paving, granite setts and macadam, generally having under his immediate direction 350 men, and on some occasions as many as 600.
I believe that should Mr. Perkins succeed in obtaining the appointment he socks, the Urban Sanitary Authority will have to regret the loss of a valuable officer, but they will be at the same time pleased to hear of his advancement.
