All the public works in this City are carried out by workmen employed directly by the Corporation, and in execution of his duties Mr. Perkins has control of a body of workmen varying from 350 to 600, according to the extent of the works in progress.

He has, from time to time, rendered me valuable assistance in the office work, and acted when occasion required as Deputy Engineer.

Mr. Perkins is quick, energetic, and trustworthy in carrying out the duties that are entrusted to him, and I regard him as a very valuable assistant. He is an Associate Member of the Institute of Civil Engineers, a Graduate of the Incorporated Association of Municipal and County Engineers, and holds the Testamur of the Sanitary Institute.
