Herewith I beg to submit a statement of the
work upon which I have been engaged under your instructions
since my arrival in the Colony in 1904.
Speaking generally, I was Executive Engineer in charge
of the Building Ordinance Office from May, 1904, until August, 1911
and in charge of the Maintenance Office from August,1911, to the
present time.

The viclence of the typhoone which visit the Colony,
and the necessity for special sanitary precautions in a climate
where plague has to be considered,has made stringent legislation
necessary, and as a result the Public Health and Buildings Ordin-
ance is as comprehensive in its scope and as detailed as the
London Building Act.
I administered this for seven years,being gazetted
under powers conferred within the Ordinance to sign for you.
No building or constructional work could be carried
out (other than Government work) until plans had been duly
approved and the necessary approval signed by me, on your behalf.
Such plans aggregated 2,500 per annum, including every kind of
constructional work, embracing:-
steel skeletén framed buildings,
Reinforced concrete godowns, wharves,piers à0.
Extensive reclamations,
Sea walls,
Retaining valla,
Large private dooks, &0.
