I have the honour to acknowledge the receipt
of your Despatch No. 10 of the 9th. ultimo relative to the Vehicles and Traffic Regulation Ordinance, 1912.

I am advised by the Law Officers of the Crow that, in view of the provision of Section 40(3) of the Interpreta- -tion Ordinance, 1911, that "All regulations...
.....shall have
the same force and effect and be equally binding and shall be construed for all purposes as if they had been contained in the Ordinance empowering them to be made", the use of somewhat similar words in Section 3 of Ordinance No. 40 of 1912, while perhaps redundant, cannot in their opinion be held to show a "contrary intention" within the meaning of Section 40(1) of the Interpreta- -tion Ordinance.
