Sir,
I have the honour to forward herewith an application
for increased pay which, I trust, will receive His Excellency's most
favourable consideration.
I base my application on the following grounds;-
1. I reached my maximum salary ten years ago (1902) when I was
an Assistant Surgeon doing duty as Assistant Superintendent of the
Civil Hospital and Medical Officer in charge of the Lunatic Asylum.
2. I was appointed, in 1903, Superintendent of the Civil Hospital but without any extra pay and have held this responsible post ever since on the salary of an Assistant Surgeon, notwithstanding the
increased responsibility in connection with the sick, stores, monies,
&c., and notwithstanding the fact that I have to do 24 hours duty
alternately with the Assistant Superintendent.
3. In all Military and Naval Hospitals the officer in charge,
whatever be his rank, draws extra pay to cover such responsibility and
this rule applies to several Colonial Hospitals (Singapore and Trinidad
to my knowledge.)
4. As Hongkong and Singapore are somewhat similar Colonies may I compare the two posts for His Excellency's information.
Singapore. £720 to £900 yearly. Has two Officers under him and
so does not do duty, in the afternoon or at night. Is responsible for
the hospital only and has nothing to do with outside hospitals
even Asylum or Maternity or any other work.
Hongkong.
not
84,440 yearly. Has only one officer under him and
so has to do alternate 24 hours duty. Is responsible for the hospital, Asylum, Maternity, and Private Nurses. Has to supervise issue of all stores to the Hospital, Lunatic Asylum, Victoria Hospital, Infectious Disease Hospital, Gaol Hospital. Tung Wa &c., as we are the Centrul Medical Stores. Has to see to the proper making out of bills for all Government hospitals and the receipt of manies for the same. Has to
arrange for the nursing and dieting of the Infectious Disease Hospital
