I have the honour to acknowledge the receipt

of your Confidential Despatch of the 10th. December last, transit-

-ting a copy of correspondence with the India Office respecting

the proposed legislation to regulate the importation of Opium

intended for Formosa.

Uncertified Indian Opium was first imported

into Hongkong towards the end of July, 1911, and on the 1st.

September following, in consequence of representations made by the

more important Merchants dealing in Indian Opium, its import was

prohibited except for local consumption, under Government Notifica-

-tion No. 254 of 1911, a copy of which was forwarded with Sir F.

Lugard's Despatch No. 315 of the 6th. September, 1911. If the import had been permitted to continue uncertified Indian opium

would have been supplied from Hongkong to Macao, Formosa, and

Kwong Chau Wan. It appears, however, that these places continue to

import uncertified opium in as great if not greater quantities

than before, and in the case of Formosa such opium is at times

ordered through Hongkong Merchants. It would seen therefore that the Indian Government's sales have not been affected by the pro-

-hibition, though the purchasers may have been put to slight in-

-convenience.
